The Plymouth-Canton Community Schools Board of Education has a full plate for its Tuesday, Oct. 27, meeting, with an annual financial audit, six personnel hires and a vote on the district’s 2026-27 governance goals all on the docket.

The regular meeting begins at 7 p.m. at the E.J. McClendon Educational Center, 454 S. Harvey St. in Plymouth, according to the district’s agenda packet, available through its board meeting page.

Plante Moran audit presentation

The finance report, listed under interim Chief Finance Officer Pamela Anstey, includes a Plante Moran presentation on the 2025-26 annual financial audit. The board will consider a resolution to approve the audit reports in a first-and-final reading. The supplied agenda packet does not include the audit findings.

Four new classroom hires

Four teaching contracts are listed for approval on the consent agenda. The personnel table lists hire dates earlier in October.

Raymond Bowyer, an Eastern Michigan University graduate with 11 years of teaching experience across Wayne-Westland, academy and Tennessee schools, is listed for social studies at Starkweather.

Jill Mulville, who holds a master’s degree from Eastern Michigan, is listed for Allen Elementary as an early childhood special education inclusion specialist. She brings 21 years of experience in Livonia, Farmington, Redford Union, Georgia and parochial schools.

Kennedy Offman, a Michigan State University graduate, is listed for a resource room and co-teaching assignment at Canton High School. Offman has five years of experience in the Troy School District.

Two HR appointments

Chief Human Resource Officer Abdul Madyun recommended Angelle Allen for the assistant director of human resources, talent and employment position.

Allen’s resume lists more than 10 years in Michigan public school HR, most recently as benefits coordinator at Wayne-Westland Community Schools since 2019. Her resume also lists a bachelor’s degree from the University of Michigan-Dearborn and ongoing study toward a master’s in educational leadership at Harvard University, expected in 2027.

Madyun also recommended Shaquonda Bailey for the employment coordinator role. Bailey’s resume lists a bachelor’s degree from Oakland University and experience in sales, operations and brand development, including work as a private consultant since 2019 and a prior role at Estée Lauder Companies.

Stormwater permit and board goals

The board is scheduled to consider a resolution supporting its stormwater management policies in a final reading. The resolution is tied to the district’s Municipal Separate Storm Sewer System permit requirements.

According to a staff memo, the district has participated in the state permit program since 2009 and submitted its renewal application to the Michigan Department of Environment, Great Lakes, and Energy on April 2. The item had its first reading at the Oct. 13 meeting.

Separately, the board will consider adopting its 2026-27 board goals in a first-and-final reading. The specific goals text was not included in the supplied agenda packet.

Other business

Board member Judy Westra will present a Celebrating Success recognition for Pamela Bierzynski, a parent volunteer at Bird Elementary School.

Committee reports are expected from the Student Performance and Achievement Committee, the Policy Committee, the Finance and Operations Committee and the Student Voice in Action Committee.

The meeting includes an initial 30-minute section for public comment, with an overflow section if necessary. Comment cards must be submitted before the first citizens’ comment section begins.

The board’s next regular meeting is scheduled for Tuesday, Nov. 10, at 7 p.m. at the McClendon Center.
