A developer wants to build a multi-sport complex with three outdoor turf fields and a 60,000-square-foot indoor building on Haggerty Road in Plymouth Township.

The Plymouth Township Planning Commission will hold a public hearing on the Special Land Use application Wednesday, Sept. 16 at 6:30 p.m. at Plymouth Township Hall, 9955 N. Haggerty Road.

The proposed facility at 13101 N. Haggerty Road would sit on a vacant, wooded parcel zoned C-2, General Commercial District. It would include three outdoor synthetic turf fields configured primarily for soccer, with each field also able to accommodate two baseball layouts, according to the application narrative filed with the township. The indoor building would house three futsal courts, an indoor turf area and practice space.

The site plan shows the main building at 60,574 square feet on the main level with an 11,239-square-foot mezzanine. A separate 3,000-square-foot building would hold a garage and concessions. Two restroom buildings are also planned.

Each outdoor field would have two bleacher areas.

The application describes shielded LED field lighting directed at the playing surfaces to limit glare on neighboring properties. No outdoor music or permanent public-address system is proposed.

The application estimates typical attendance at 100 to 150 spectators during normal operations, 200 to 300 for league events and 400 to 500 for tournaments. Staffing would range from about 10 employees on a normal day to 20 to 30 employees and volunteers during larger events. Operating hours are listed as approximately 9 a.m. to 5 p.m. on weekdays and weekends.

The site would have 403 parking spaces. The site plan lists 536 spaces as the zoning requirement, and the application states that roughly 150 additional spaces in a large parking area east of the site would be available through a shared-parking agreement, bringing the total to about 553. Access would come through easements connecting to Plymouth Road and Haggerty Road.

The property sits south of a manufacturing use, west of Haggerty Road near Rivian and Mile City Church, and north of Plymouth Road and the 35th District Court. An apartment complex borders the property to the west.

The application lists the facility's planned uses as youth programs, local soccer and baseball clubs, school practices, camps, indoor winter training, tournaments and field rentals. The owner plans to work with Plymouth, Canton and surrounding community organizations, according to the narrative.

The same parcel drew a different proposal in August 2025, when the Planning Commission tabled a request by Keith Norush of Hillside Investments to rezone the property from C-2 to Industrial. Commissioners voted unanimously to postpone that application for up to six months. The current application documents do not name the applicant for the athletic facility proposal.

The township's planning consultant has not yet published a staff report on the application. The Planning Commission's current members include Chairperson Dennis Cebulski, Vice-Chairperson Tim Boyd, Secretary Stuart Popp, Sandy Groth, Dan Callahan, Bill Ickes and Ashley Krueger.
