Plymouth's Downtown Development Authority will review its five-year action plan at a public informational meeting Monday, Oct. 12, at 6:30 p.m. in the City Hall Commission Chambers, according to the city's meeting calendar.

The session is the DDA's second informational meeting of 2026, required under Public Act 57 of 2018, Michigan's Recodified Tax Increment Financing Act. A regular DDA board meeting follows at 7 p.m.

The five-year plan update, dated Friday, Oct. 9, covers more than a dozen active projects across downtown Plymouth. Among the highlights, according to the DDA's agenda packet:

Streetscape and infrastructure: DDA staff is preparing materials for the Michigan Department of Transportation for historical scoping, the first step toward grant applications for streetscape improvements. Hiring a professional grant writer is also on the board's October agenda. A recommendation for engineering and design work on a project identified as “SET 2,” along with resurfacing of Harvey Street between Penniman and Church, is expected in November.

Parking deck and flooding: City and DDA staff are developing a plan for upgrades to the north side of the parking deck in 2027, including new pavement, a bike rack area and improvements to the lower walkway from the deck to Main Street. The city has also submitted a grant request that could help pay for design and engineering to explore potential solutions to downtown flooding concerns.

Trees and parks: More than a dozen street trees have been removed due to disease or end of life span, most of them on Forest Street. Replacements will go in during streetscape construction. The DDA board has directed staff to consult a university or local turf expert on recommendations for Kellogg Park turf. The park's holiday tree was replaced in mid-April 2025, and an additional tree was later removed for safety reasons.

Downtown activity: Main Street median trees have been removed, and the board approved new holiday decor for the median at its September meeting. Installation is expected in early November. The outdoor dining season ends Oct. 31. DDA staff has met with the Chamber of Commerce on logistics for Pumpkin Palooza and is continuing its partnership with the Salvation Army on the Red Kettle Kick Off event. Planning for Santa's Parade is underway, with the parade set to start 30 minutes later than in previous years.

The DDA board is chaired by Kerri Pollard. Vice Chair Richard Matsu, Mayor Linda Filipczak, Cindy Eckley, Jennifer Frey, Ellen Elliott, Brian Harris, Shannon Perry, Paul Salloum and Ed Saenz round out the board.

The Plymouth Planning Commission holds its regular meeting Wednesday, Oct. 14, at 7 p.m. at City Hall. The commission's specific agenda items for the Oct. 14 session have not been independently verified. Both meetings are open to the public at Plymouth City Hall.
