Plymouth-Canton students and families could soon face new rules on wireless devices in school. The Board of Education is set to introduce a cell phone policy at its Tuesday, Aug. 4 meeting.

Chief Human Resource Officer Abdul Madyun will present the first reading of a Resolution to Adopt a Wireless Communications Devices Policy, according to the district's meeting agenda. As a first reading, the policy will not be voted on Tuesday. It would return for a second reading and formal adoption at a future meeting.

The move comes as Michigan school districts work to comply with House Bill 4141, signed by Gov. Gretchen Whitmer, which bans students from using wireless communication devices during instructional time starting in the 2026-27 school year. The law sets a minimum standard but leaves it to individual districts to craft their own enforcement plans.

P-CCS has been examining the issue for more than a year. The district's Student Performance and Achievement Committee discussed its existing cell phone policy as far back as May 7, 2025, according to committee minutes.

The specific provisions of Plymouth-Canton's proposed policy have not been made public beyond the agenda packet. The Policy Committee, chaired by board member Aamina Ahmed, meets next on Tuesday, Aug. 25 at 5:30 p.m., where further discussion is expected before the board's second reading.

28 new teachers on the agenda for 2026-27

The board is also scheduled to approve 28 new teacher and staff hires for the upcoming school year, all with start dates of Aug. 25. The new educators would fill positions across Canton, Plymouth, and Salem high schools, Discovery and Pioneer middle schools, and elementary buildings including Bentley, Workman, Hulsing, Field, Tonda, Gallimore, Dodson, and Allen.

Among those recommended for hire: Donna Riddell, a Pre-K teacher at Allen Early Learning Academy, brings 26 years of P-CCS experience. Angela Waldecker, recommended as a secondary ASD teacher at Liberty Middle School, is a current district paraprofessional moving into a teaching role.

Three administrative hires are recommended for approval by Madyun:

  • Kimarie Kelie Fuller, Student Support Coordinator at Bentley Elementary. Fuller holds a master's degree in curriculum and instruction from the University of Phoenix and an administrator certificate from Grand Valley State University. She previously served as a principal at NHA Schools from 2015 to 2022, where her school earned the National Blue Ribbon School Award in 2018.
  • Kristy Kenneally, Supervisor of Special Education. Kenneally brings more than 26 years of special education experience, most recently as Director of Lamphere Center at Lamphere Schools. She earned an Educational Specialist Degree in Special Education Administration from Eastern Michigan University in December 2025 with a 4.0 GPA.
  • Amy Oliver, Educational Technology Manager.

The board is also scheduled to hold a closed session at 6 p.m. Tuesday for collective bargaining negotiations updates, the fifth such session since February 2026.

Tuesday's regular meeting begins at 7 p.m. at the E.J. McClendon Educational Center, 454 S. Harvey, Plymouth. Superintendent Dr. Monica Merritt leads the district. Families who want to weigh in on the wireless devices policy can submit comment cards at the meeting per district policy. The next regular board meeting after Tuesday is Aug. 25 at 7 p.m.
