The Plymouth-Canton Community Schools Board of Education is set to vote Tuesday, Sept. 22, on a new resolution to establish a sinking fund for district capital improvements, reviving a proposal pulled from the November ballot just weeks ago.

The vote, listed as a first-and-final reading on the board's meeting agenda, is the centerpiece of the 7 p.m. meeting at the E.J. McClendon Educational Center, 454 S. Harvey, Plymouth.

The board voted 6-0 on July 9 to place a 1.5-mill sinking fund on the Nov. 3 ballot. Members Aamina Ahmed, Christenson, Patrick Kehoe, Anupam Chugh Sidhu, Jennifer Vos and Judy Westra all voted in favor. That version would have generated roughly $13.5 million a year over 10 years for facility repairs, technology upgrades, security improvements and transportation-related purchases, according to the July 9 board minutes.

Then the plan stalled.

At the Aug. 25 regular meeting, Superintendent Monica Merritt said the proposal would not appear on the November ballot after all. "The district and Board are regrouping as a team to work on a future sinking fund proposal and will keep the community informed every step of the way," Merritt said at that meeting.

Board President Sidhu said at the same Aug. 25 session that the board would review information and discuss next steps before bringing the initiative back at a public meeting. The district has not stated publicly why the original proposal was withdrawn.

The Sept. 22 agenda does not specify whether the new resolution carries the same 1.5-mill rate, 10-year duration or projected revenue as the July version. The full resolution text was not available in the published agenda packet.

Under Michigan law, sinking fund revenues may be used only for capital improvements such as building repairs, roof replacements, heating and cooling upgrades, security enhancements and technology infrastructure. The money cannot pay for salaries, utilities or supplies, according to a presentation reviewed by the board.

Beyond the sinking fund, the board is expected to approve two personnel appointments recommended by Chief Human Resources Officer Abdul Madyun. Reagan Chuang is nominated for assistant principal at Salem High School. Chuang holds a statistics degree from the University of Michigan and a master's in secondary education from Grand Canyon University. A 2023 Excellence in Teaching Award finalist at National Heritage Academies, Chuang most recently served as a math curriculum and instruction specialist in Grand Rapids.

Baljit Kaur is recommended for formal appointment as adult education supervisor at Starkweather Academy, a role she has held since September 2018 overseeing General Educational Development, Adult Basic Education and English as a Second Language programs. Kaur received the Michigan Adult Education Unsung Hero Award in 2026 and is pursuing a doctorate in educational leadership at Michigan State University.

The meeting also features a spotlight on the Pioneer Middle School E-Sports Team, presented by board member Christenson. A closed session is scheduled for 5:30 p.m. before the regular meeting.

The next regular board meeting is Oct. 13 at 7 p.m. at the McClendon Center.
