Property owners along three City of Plymouth streets will get their first public briefing on a major water main and road reconstruction project Tuesday, August 4, at 6 p.m. at City Hall.
The meeting covers planned infrastructure work on Joel Street between Ann Arbor Trail and Sheridan Street, Ann Arbor Trail between Jener Place and McKinley Street, and Park Street between Parkview Drive and Hines Drive.
What the project includes
According to the city's 2026 Infrastructure Improvement Project bid documents, the Joel Street segment involves 320 linear feet of new 8-inch water main, 100 linear feet of 12-inch water main, storm sewer improvements, ADA upgrades, and full concrete pavement reconstruction.
The Ann Arbor Trail portion calls for milling 2,000 square yards of existing asphalt and resurfacing with 250 tons of new bituminous pavement, extending from the project's western limits to the new pavement at Harvey Street.
Park Street gets 730 linear feet of new 8-inch water main from Parkview Drive to Hines Drive, plus full road reconstruction with aggregate surface and base courses.
The project also includes a bid alternate for an enhanced crosswalk at Mill Street and Liberty Street, with new ADA sidewalk ramps and signage.
Shawn Keough of Wade Trim Associates is the project engineer. Bids closed July 9. The city has not yet announced a contractor or total project cost.
Part of a broader infrastructure push
The city's proposed 2026-27 budget, outlined in the June 2026 Plymouth Pulse newsletter, specifically identified Ann Arbor Trail and Joel Street among streets needing underground utility work or roadway rehabilitation. City Manager Chris Porman described Plymouth's fiscal approach in that budget message as operating "like a $30+ million business with a startup mindset — lean, efficient, and constantly adapting."
Other city meetings that week
Two hours before the construction meeting, the Plymouth Corridor Improvement Authority convenes at 4 p.m. Tuesday, August 4, in the City Commission Chambers on the second floor of City Hall. The CIA's agenda includes demonstrations of Placer.AI foot-traffic analytics and ArcGIS Field Maps, a report on implementation costs, and notification of a board seat vacancy.
The Old Village CIA, chaired by Alex Sugg, was created by the City Commission in August 2025 and covers properties along North Mill Street, Starkweather Avenue, and North Main Street. Its first-year operating budget is $24,000.
The Plymouth Zoning Board of Appeals meets Thursday, August 6, at 7 p.m. at City Hall. Specific agenda items were not available.
